Frame-signing Ceremony Marks Milestone in Construction of Luminous Oak Academy

A major milestone in the development of our new state-of-the-art special needs school was celebrated on Monday 6th October at a symbolic frame-signing ceremony at the construction site in Eastleigh.
The event was held at the Luminous Oak Academy site in Boorley Green, where attendees signed a structural steel frame that will remain part of the building – serving as a lasting symbol of our commitment to inclusive education and opportunity for all.
The school, which is being delivered by Hampshire County Council Property Services in partnership with Tilbury Douglas, is designed specifically to support children aged eight to 16 years with Social, Emotional and Mental Health (SEMH) needs. Opening in 2026, Luminous Oak Academy will provide 125 places and feature purpose-built classrooms, sensory spaces, therapy rooms, and outdoor learning areas. The design has been shaped in consultation with special education needs experts to ensure it meets the diverse needs of its future pupils.
The compact two-storey building will include:
- 15 general teaching classrooms
- 6 specialist practical classrooms
- A high needs facility known as the ‘Eden Suite’ featuring a dedicated secure courtyard with play equipment
- Therapy and group rooms, fitness suite, and shared assembly and dining halls
- Separate wings for primary and secondary-aged pupils, each with secure entrances and tailored outdoor play areas.

Councillor Roz Chadd, Executive Lead Member for Children’s Services, said:

This school has been designed with care, collaboration, and a deep understanding of what inclusive education should look like. Her comments were echoed by Councillor Steve Forster, Executive Member for Education, who said:
“This is a landmark project for Hampshire, and our ongoing investment in school places for the rising number of children with identified special needs. In a year’s time, Luminous Oak will provide specialist support for children with SEMH in a purpose-built setting that reflects our commitment to educational excellence and equity. It’s fantastic to see the project progressing and to celebrate this milestone.”
